Solar planning in Flintshire: panels, conservation areas and permission

Solar panels in Flintshire: the planning rules, the council's conservation areas and how to check an address.

Flintshire County Council is the planning authority for Mold among the towns we cover. Whether panels on a house there need the council’s permission comes down to two things: the national rules for Wales, and whether the house sits in one of the council’s conservation areas or is listed.

Solar planning in Flintshire: the rules that apply

Flintshire is in Wales, where planning is devolved and England’s August 2026 changes do not apply. Welsh Government guidance is that panels on a wall or pitched roof should project no more than 200mm from the surface, and that a flat-roof array may not sit within 1 metre of the roof’s outside edge or stand more than 1 metre above the plane of the roof. In a conservation area, panels on a principal or side wall seen from the highway need consent, and Cadw’s Cof Cymru record shows whether a house is listed.

Conservation areas in Flintshire

In Flintshire there are currently 32 conservation areas. The council notes that in conservation areas "some of these rights are removed".

The areas the council lists are:

  • Mold (one of the three historic market-town centres the council lists, with Flint and Holywell)

Checking an address: The council publishes a map of its conservation areas, and its Local Planning Guidance Note 7 covers conservation areas. Read it on Flintshire County Council’s conservation-area page.

Each town we cover in Flintshire has its own pages for solar panels in Mold, with that town’s own PVGIS figures, network and conservation areas.

The network side

Planning is one form; the network operator is another. The towns here are on SP Manweb, and every system is notified to the operator under G98 or, for larger systems, G99. Our guide to the G99 application covers it, the Cheshire page sets out the networks town by town, and the UK-wide rules are in our guide to whether solar panels need planning permission.

A car charger has planning rules of its own, which change in England on 21 October 2026: EV charging in Flintshire sets them out with the council’s plug-in car and public charger figures.

If your house is listed, in a conservation area, or has a flat roof, tell us on the first call. It changes the design and sometimes the order things happen in, but rarely whether solar works.

The towns we cover in Flintshire

For each town, what PVGIS estimates a south-facing roof at a 38° pitch makes in a year for every kWp of panels, at that town’s own coordinates.
